The two short bolts are for mounting the variable capacitor. If you use longer bolts to accommodate a thicker front panel, take care that they can't be screwed in too far and damage the insides of the capacitor. The six longer bolts and nuts are provided for securing the three terminal strips behind the front panel if you use a different enclosure method.
